3-Day “Directors’ Training Program (DTP) for State-Owned Enterprises (SOEs)”

LAHORE: The Executive Development Institute (EDI) of the National School of Public Policy (NSPP), Lahore conducted the 3rd program of the Pakistan’s first-ever “3-Day—Directors’ Training Program (DTP) for State-Owned Enterprises (SOEs)” from Wednesday 17th to Friday 19th December, 2025.

The DTP—SOEs training initiative, approved by the Securities & Exchange Commission of Pakistan (SECP), complies with the guidelines set forth by the State-Owned Enterprises (Governance & Operations) Act-2023. This act requires all Directors of State-Owned Enterprises (SOEs) to participate in a Directors’ Training Program (DTP) designed to enhance their expertise in SOE Corporate Governance &
Legal Framework, Directors’ Duties & Functions and Financial Stewardship.
A diverse group of 27 participants attended from across the country, including civil officers from both federal and provincial governments, in addition to private sector executives. Key representatives from prominent ministries and departments comprised the Ministry of Defence, Ministry of Industries & Production(MOI&P), National Highway Authority (NHA), Heavy Industries Taxila(HIT), Sui Northern Gas Pipelines(SNGPL), Hyderated Electric Supply Ccompany (HESCO), The Pakistan’s Agricultural Storage & Services Corporation(PASSCO), Pakistan Reinsurance Corporation(SLIC), State Life Insurance Corporation(SLIC), Punjab Food Authority(PFA), Punjab Central Business District Development Authority(PBDDA), Government of Sindh Investment Department, Energy & Power Department Kyber
Pakhtunkhwa, National Engineering Services Pakistan (NESPAK), The Bank of Punjab, The Abu-Dhabi National Oil Company(ADNOC-Overseas), NIPP, EDI and NSPP,
Lahore. Dr. Naveed Elahi, Dean EDI, introduced the DTP-SOEs program, designed to enhance the Board Members and Senior Executives’ leadership & governance skills.
The 3-day program covers topics like ‘corporate governance, regulatory compliance and performance monitoring’ with experts leading sessions on ‘board composition,
financial governance and risk management. The program emphasizes transparency,
accountability and sustainable performance, providing practical insights through interactive lectures, case studies and board simulations.
Dr. Muhammad Jamil Afaqi, Rector, National School of Public Policy (NSPP), welcomed participants to the inaugural session of the Directors’ Training Program (DTP) for State-Owned Enterprises (SOEs) at the Executive Development Institute
(EDI). He underscored the program’s aim to enhance corporate governance in Pakistan, highlighting NSPP’s role through its state-of-the-art campus and the short courses conducted by EDI to foster cross-sector collaboration. Dr. Afaqi appreciated the support of the SECP, expressing confidence that this initiative would set a new standard in corporate governance training. He encouraged participants to champion
transparency and accountability within their respective organizations.
Mr. Kamran Ahmad, Director EDI, detailed the performance and strategic goals of NSPP via its Executive Development Institute (EDI). He emphasized that EDI’s planning process ensures the careful selection of experts from professional, academic and training
domains to provide a holistic and integrated perspective on emerging issues. He also highlighted the success of previous programs, noting the diverse participation of officers
from across the country.

SNGPL, Mr. Tariq Bajwa, Ex-SAPM on Finance & Former Governor SBP, and Mr. Salman Amin, Member, Competition Commission of Pakistan.
The topics covered were Principles of Corporate Governance, SOE Reforms & Legal Framework, Role of Government for SOEs, Board Composition & Structure, Financial
& Risk Governance, Director’s Duties, Roles & Liabilities, Developing a Business Plan, Directors’ Selection & Performance Review, Public Service Obligations (PSOs) & Competitive Neutrality, Cyber Security Risks & Counter Measures, Code of Conduct
& Conflict of Interest, Reporting and Disclosure of SOEs, Controls (External Audit, Internal Control & Audit Committee) and Board Simulations/Case-Study.
Participants exhibited a strong interest and participated in all question-answer sessions. The participants expressed their heartfelt appreciation for the high-quality
execution of the DTP-SOEs Program by EDI, NSPP. After the last session, Rector NSPP along with Dean EDI, distributed certificates amongst the participants.
