Controller Dera Board refuses to obey Chairman’s orders of “showing off” papers to students

DERA ISMAIL KHAN: Controller Board of Intermediate and Secondary Education (BISE) Dera Ismail Khan Dr. Qaiser Anwar refuses to obey Chairman Dr. Ihsan Ullah’s orders of “showing off” papers to students for re-checking.

As per the statement of Dr. Ihsan Ullah given yesterday during an interview with this scribe, he decided that the Board of Intermediate and Secondary Education (BISE) Dera Ismail Khan decided to “show off” papers to students during the re-checking.

But, Controller Board of Intermediate and Secondary Education (BISE) Dera Ismail Khan Dr. Qaiser Anwar refuses to obey orders of Chairman, citing Board Calendars doesn’t make us obliged to show students their papers.

Dr. Qaiser also argued that he won’t make teachers re-check the paper, citing the Board Calendar only tells us to retotal the previously written number on the answer sheet.

The Controller confirmed this scribe that he won’t take anyone’s “personal verdict” seriously, refusing to show off the papers and re-checking.

“I won’t give anyone relief if that means going out of the way and doing something which is not in Board rules a.k.a Board Calendar,” the Controller vowed.

Chairman also confirmed the Controller’s refusal and opposed it stating that he gave orders to relieve the students and parents and that his decision was not an illegal announcement.

“BISE Kohat’s example is in front of us, they give relief to their students just by a simple decision and it is not an illegal thing to give deserving student’s their rights,” Chairman told this scribe.

Chairman Dr. Ihsan Ullah said that the Controller Dr. Qaisar Anwar is adamant that retotaling should be done instead of re-checking but this would only be sweeping the allegations on BISE DI Khan under the carpets instead of solving student’s problems.

It should be also noted that, there was a environment of “Cold War” between both Controller and Chairman for few days and the conflict between two officials in escalating day by day

It should be also worth mentioning that, The Chairman announced the showing off paper after the overwhelming backlash faced by BISE DI Khan due to alleged mismanagement, favoritism and irregularities in recent results of Higher Secondary School Certificate (HSSC)/FSc/FA.

Many students, teachers and parents showed their dissatisfaction over the results. Many students who scored well in all subjects failed in certain subjects i.e Pakistan Studies and claims were made that extraordinary numbers were given to “certain people”.

The students criticized that due to these irregularities, they are deprived of their rights and now they can’t reach the open Merit aggregate in the upcoming MDCAT Test due to low academic scores.

Some students said that they cleared several Universities’ Entry tests and got admission there on the basis of their HSSC-Part I results but now after 2nd Year results came they have failed in subjects like Pakistan Studies.

The students demanded a BISE Kohat type decision and wanted that BISE DI Khan should show off their papers so they can be satisfied due to which Chairman Dr. Ihsan Ullah announced his decision which was later refused to be obeyed by the Controller.

The Chairman’s announcement of “showing off” papers and re-checking was welcomed by the students and parents but the Controller’s refusal to do so has created an atmosphere of chaos everywhere.

The conflict between BISE DI Khan Chairman and Controller has become a cause of concern for students, parents, teachers and civil society.

The students demanded from Commissioner Dera Ismail Khan Division to take timely action and immediately take the board’s affairs under his supervision and to ensure transparency and announce a re-checking process like BISE Kohat.

They said that this will restore the confidence of not only students and parents but also teachers and civil society and strengthen the impression of transparency in the examination system.
