The barbaric attacks of the illegitimate state of Israel on residential civilian compounds in Doha Qatar have triggered new challenges and apprehensions in not only the regional but global level regarding the increasing Israeli unprovoked attacks in many Arab and Gulf countries. Inviting people on the pretext of negotiations and then directly attacking them introduces new norms in the global politics and is reversing the political stage back into the pre-Westphalian politics where secret diplomacy prevailed and anarchy, chaos were the dominant characteristics of states, politicians and kings.
The state of Israel in the pretext of Hamas’ October 07, 2023 has played havoc with not only the civilian unarmed populaton in Gaza but has also tore away the global humanitarian and human rights laws, looked down upon global institutional and organizational calls for a permanent ceasefire and has humiliated prevailing diplomatic norms and values.
In the same pretext Israel attacked Iran and violated her sovereignty and integrity with proclaimed dignity and honor of ensuring peace in the region.
The Israeli state through United States of America have called upon the leaders of Hammas in Doha Qatar for reaching out a final and permanent ceasefire but unfortunately the same Israel has violated its own terms and conditions many times. More recently Israel and USA invited Hammas leadership to Doha for another episode of negotiations to reach out a plan of permanent ceasefire, but she repeated her history of double standards and now attacked the interlocutors along with the plans that they had in their minds. The whole civilized world has condemned these inhuman bombings of Israel in the state of Qatar. These strikes can provoke global conflicts even can cause initiation of world war III if not stopped by the global actors.
Apart from these atrocities, one important point that clicks in mind is attacking the protagonist of peace by a war mongering state. The world need to remember the commendable role of the state of Qatar in the resolution of global conflicts through negotiated settlements by offering its available resources and utilizing its potentialities to ensure resolution of the conflicts. It was the state of Qatar which offered venue for conflicts having global impacts like USA-Taliban Negotiations, Sri Lankan Tamil Nados conflict resolution, Saudi-Yemen negotiations, dialogues on interfaith harmony and many other such conflicts that were not solved through bullet, but were solved by Qatar’s untiring services for negotiated settlements.
The state of Qatar has opted for offering services of resolution of conflicts through talks and dialogues and has shaped its foreign policy in the same direction. Qatar has formulated dedicated organizations and opened professional offices like Permanent Committee for Organizing Conferences and Doha Forum where Qatar arranges dozens of seminars, workshops, conferences, and dialogues every month. These activities are the manifestation of Qatar’s dedication for ensuring peace and harmony on global scale.
Qatar has trained its diplomats and interlocutors that are meant for optimistically reaching out to the world to ensure the importance and substantive meaning of diplomatic engagements and settings in resolving the conflicts and global issues.
These services and commitments of Qatar are unparalleled and unequivocal in world known history of diplomacy.
Owing to these devoted and committed services of the sincere state of Qatar, today Qatar direly needs to be declared as global neutral venue with zero threats from neighboring, regional or any global war mongering or rogue state so that Qatar could continue its sincere services of diplomatic engagements and negotiated settlements. By declaring Qatar as a global neutral venue, every party having any issue with its opponents will reach out to Qatar for diplomatic help and offering of a negotiating table without any hesitation and fear of being bombed by any aggressor and oppressor.
The global community, United Nations, OIC, United States, China, Russia and all other states and organizations should look into the matter deeply and decide unanimously by declaring Qatar as Global Neutral Venue and set the legacy of playing fair play in diplomatic world. The humanity needs trust to be restored on negotiated settlements and human subconscious mind and the best possible way is to have such a place in the world where fear has no place to reside and trustworthiness has the best sight to offer hopes and wishes to the oppressed, suppressed, segregated and eliminated segments of the global community. Qatar has all these features to offer but needs to be acknowledged and considered by global powers in the form of recognizing Qatar as Global Neutral Venue like Switzerland and Vatican City.
