ISLAMABAD – The Government of Khyber Pakhtunkhwa has formally introduced the Khyber Pakhtunkhwa Civil Servants (Lien) Rules, 2025, through a notification issued by the Establishment Department on September 19, 2025. These rules, framed under Section 26 of the Khyber Pakhtunkhwa Civil Servants Act, 1973, aim to streamline the service structure and clarify the rights of civil servants regarding lien on their posts. According to the notification, every civil servant who is confirmed on a permanent post will automatically acquire lien—the substantive right to hold that post—while serving in various temporary or deputation assignments, including postings in the federal or provincial governments, international organizations, semi-autonomous bodies, or even during call-ups in the armed forces. One of the key provisions states that lien or the right of reversion will initially be granted for a period of 14 months when a civil servant is appointed to another civil post. This may be extended by an additional 10 months if the probation on the new assignment is prolonged, but under no circumstances can the lien exceed two years. However, the rules also clearly state that lien shall not be granted if a civil servant joins an autonomous or semi-autonomous organization, a local authority, or a private body where he ceases to hold the status of a civil servant. Only confirmed civil servants, having completed their probation, are eligible for this facility. The notification further repeals all previous rules, notifications, and instructions related to lien, declaring that all actions taken under the old framework shall remain valid. The move has been described as a major reform to ensure transparency, consistency, and better career protection for civil servants across the province.
