The recent joint stance by Pakistan, China, Russia, and Iran against the establishment of new foreign military bases in Afghanistan marks a significant moment in regional diplomacy. This unified message reflects the growing consensus among neighboring countries that the return of foreign forces would destabilize Afghanistan and the broader region rather than bring peace. The memories of the two-decade-long foreign military presence in Afghanistan are still fresh, and the disastrous outcomes, civilian casualties, destroyed infrastructure, and the empowerment of extremist groups, serve as a stark warning against repeating past mistakes.
Pakistan’s position is particularly crucial, as it shares a long, porous border with Afghanistan and has borne the brunt of the spillover effects of Afghan instability. For decades, Pakistan has faced waves of terrorism, an influx of refugees, and cross-border smuggling, all of which have deeply affected its economy and internal security. By voicing strong opposition to new bases, Pakistan is not only protecting its national interests but also emphasizing the need for Afghans to take ownership of their country’s future.
Equally important is the collective demand for the Afghan Taliban to take decisive action against terrorist organizations operating within Afghanistan. Groups like ISIS-K and Tehreek-e-Taliban Pakistan (TTP) pose a serious threat to regional peace. Their cross-border attacks and recruitment activities have raised alarm bells in neighboring countries. By urging the Taliban to fulfill their commitments under international agreements, these four nations are sending a clear message: Afghanistan must not become a sanctuary for terrorism again.
China and Russia, both global powers with growing influence in the region, have significant stakes in Afghanistan’s stability. China’s Belt and Road Initiative relies on a secure environment to foster connectivity and trade, while Russia remains concerned about extremist infiltration into Central Asia. Iran, too, faces security and humanitarian challenges from instability in Afghanistan, especially with the potential for increased drug trafficking and refugee flows.
The joint declaration represents a diplomatic balancing act. While opposing foreign bases, these countries are also calling for Afghan-led solutions to terrorism. This dual approach highlights the importance of respecting Afghanistan’s sovereignty while holding its leadership accountable. The Taliban government must realize that regional patience is not limitless. If they fail to rein in terrorist groups, they risk isolation and even coordinated regional countermeasures.
The path forward requires sustained dialogue, intelligence-sharing, and economic cooperation among regional stakeholders. By presenting a united front, Pakistan, China, Russia, and Iran have created an opportunity to shape Afghanistan’s future positively. However, this will only succeed if the Afghan leadership demonstrates the political will to act decisively against terrorism.
In the end, the message is clear: the era of foreign interventions must end, and the responsibility for peace lies squarely on Afghanistan and its neighbors. Regional unity, not external interference, offers the best hope for lasting stability.
