Russia spreads nearly 700 manipulative claims about Ukraine

  • Kyiv says Kremlin-backed narratives falsely accuse Ukraine of “energy blackmail” to undermine EU support

KYIV — The Center for Countering Disinformation (CCD) has identified a large-scale disinformation campaign orchestrated by Russia aimed at discrediting Ukraine and eroding trust between Kyiv and its European partners.

According to the CCD, Russia-controlled media and online platforms are disseminating unfounded allegations that Ukraine is attempting to disrupt energy supplies to the European Union. These claims, described by Ukrainian authorities as baseless and manipulative, falsely portray Kyiv as engaging in so-called “energy terrorism.”

The campaign promotes several misleading narratives, including assertions that Ukraine is threatening European energy security, coercing allies for financial and military support, and deliberately manipulating key infrastructure such as the Druzhba oil pipeline. Additional claims allege Ukrainian intentions to interfere with gas flows via the TurkStream pipeline and the Blue Stream pipeline.

Ukrainian officials categorically reject these accusations, emphasizing that the narratives are part of a broader Kremlin strategy to weaken international support for Ukraine. “These messages are entirely false and serve Russia’s strategic objective of sowing division between Ukraine and the European Union,” the CCD stated.

Kyiv underscored that, in contrast, it is Russia that has consistently weaponized energy supplies as a geopolitical tool, using disruptions and infrastructure attacks to exert pressure on European nations. Ukrainian authorities further noted that ongoing Russian military strikes on energy infrastructure continue to have cross-border implications, affecting regional stability and energy security.

Separately, Ukrainian sources also pointed to growing concerns over hybrid threats, citing reports that Russian-linked cyber actors have targeted European officials by compromising sensitive communications through widely used messaging platforms.

Ukraine reaffirmed its commitment to transparency, cooperation, and the protection of European energy stability, urging partners to remain vigilant against coordinated disinformation efforts designed to distort reality and undermine collective resilience.
