HEC Ordered to Resolve BPS Faculty Promotion Policy Issue Within 15 Days

Islamabad, Pakistan – The Honorable Judge Muhsin Akhtar Kiyani of the Islamabad High Court (IHC) today heard the All Pakistan Universities BPS Teachers Association (APUBTA) petition regarding the service structure for BPS faculty members.

During the hearing, the HEC representative, Nasir Shah Khattak, DG HEC, stated that the commission was working on framing a promotion policy for BPS faculty. However, the judge expressed concern over the delay in resolving the issue, noting that the absence of a promotion policy is a problem that needed to be addressed.

The APUBTA lawyer, Karim Kundi, argued that it is the duty of HEC to frame a policy under Section 10-1-q, but they were avoiding it since it’s establishment. The judge emphasized that career growth is a right of all teachers, including BPS faculty members, and that it would not only enhance their status but also increase their salaries. If you fell guilty on their career growth, give them monthly bonus to meet the growing expenses.

The judge also pointed out that HEC repeatedly referred to “our TTS faculty” but failed to acknowledge the BPS faculty as “our” own. The courtroom erupted in laughter at this remark.

The GS APUBTA, Dr. Imtiaz, informed the court that a draft promotion policy had already been signed by the HEC DG and recommended by finance representatives.

The Honorable Judge directed HEC to submit its progress and approval of the drafted policy within 15 days after the appointment of its new Chairman, which is expected to be announced next week.

APUBTA congratulates all stakeholders on this achievement and thanks the teachers who attended the court hearing in large numbers to show their unity, determination and support for the cause.
