ISLAMABAD: The Pakistan EPS Center and the Overseas Employment Corporation (OEC) held a consultative meeting on March 17, 2026, to review cooperation under the Employment Permit System (EPS) and explore avenues to expand the dispatch of Pakistani workers to South Korea.
Focus on Worker Export Expansion
The meeting primarily focused on enhancing future workforce exports, with both sides emphasizing stronger coordination to increase employment opportunities for Pakistani job seekers abroad.
Low Referral Ratio Explained
Officials clarified that under the EPS, worker referrals are made through a computerized system managed by Korean employment centers. Employers receive three candidates per vacancy and independently select workers. Higher Korean language proficiency was highlighted as a key factor influencing employer preference.
Priority for Long-Waiting Candidates
It was noted that job seekers listed for longer periods are given priority in referrals, provided they meet employer requirements, ensuring fairness in the selection process.
Transparent, Merit-Based Selection System
The points-based selection system relies strictly on merit, combining Korean language test scores and skills assessments. From this year, the minimum passing score for the language test in the manufacturing sector will increase to 60 marks, while interview weightage will also be enhanced.
Quota Adjustments Post-COVID
Authorities indicated that following a surge in worker dispatch after COVID-19, the Republic of Korea has temporarily slowed intake. Relevant institutions plan to reduce selection quotas in line with revised workforce policies.
Uniform Standards Across Countries
The EPS applies consistent selection criteria and management standards to all participating countries, with only minor differences based on industry requirements.

Both sides reaffirmed their commitment to strengthening collaboration and improving the quality of Pakistani manpower, particularly through language training, to boost employment prospects in the Korean labor market.
