ISLAMABAD: Russian Ambassador to Pakistan H.E. Mr. Albert P. Khorev has called for a peaceful settlement of the Russia–Ukraine conflict, stressing that lasting peace must address the underlying causes of the crisis and respect the legitimate security interests of all parties.
He expressed these views while addressing the launching ceremony of the book “Ukraine War: Beyond the Headlines – An Alternative Narrative on the Russia–Ukraine Crisis,” authored by Munir Ahmed, on October 29, 2026.
Congratulating the author, Ambassador Khorev described the publication as a significant contribution to academic discussion on the European security crisis. He said the book examines the historical roots of the conflict, geopolitical developments, NATO’s role, European security, energy markets, food security and the emergence of a multipolar international order.
The ambassador welcomed the author’s effort to examine the conflict beyond conventional media narratives, urging readers to study its historical background and wider international implications.
Outlining Russia’s position, Khorev argued that NATO’s eastward expansion, the events of 2014 in Ukraine and the failure to implement the Minsk agreements had contributed to the escalation of tensions. He also criticized Western military assistance to Ukraine, saying it had prolonged the fighting and worsened European security.
He maintained that Russia’s stated objectives included securing its borders and establishing a European security framework based on equal and indivisible security. At the same time, he reiterated Moscow’s willingness to pursue a political and diplomatic settlement.
Discussing global food security, the ambassador highlighted the importance of Russian agricultural exports and criticized Western sanctions, arguing that restrictions on Russian trade could affect international food and energy markets.
He also expressed concern over attacks on commercial shipping in the Black Sea, calling for the protection of civilian vessels and freedom of navigation.

Ambassador Khorev appreciated Pakistan’s approach to the conflict, describing it as positive neutrality. He praised Pakistan’s independent assessment of international developments and its emphasis on dialogue and diplomacy.
He said Russia was ready to strengthen cooperation with Pakistan in energy, agriculture, fertilizers, food security and regional stability, while working towards a more equitable international order.
Concluding his remarks, the ambassador reiterated that Russia remained open to dialogue and peace, emphasizing that a sustainable settlement required justice, respect for the security interests of all parties and recognition of realities on the ground.
He expressed hope that Munir Ahmed’s book would encourage informed debate, further research and a deeper understanding of the Russia–Ukraine conflict and its implications for the international community.
