transformation of airline operations.
In commercial aviation, many consequential decisions are made before an aircraft leaves the gate. Dispatch teams assess weather, routes, fuel requirements, NOTAMs, airport conditions
and airspace restrictions, then continue monitoring those variables as a flight progresses.
When conditions change, the quality of coordination between the cockpit and the ground can become critical.
Jamil Akhter, MRAeS, has built his career in that operational environment. A Licensed Flight Operations Officer and Flight Operations Supervisor with Qatar Aviation Services (QAS), Akhter’s professional background spans flight planning and dispatch, operational monitoring,
aviation weather assessment, safety management, diversion support and coordination among
flight crews, air traffic control, maintenance, ground handling and airport authorities.
His professional record also includes a Flight Operations Officer / Flight Dispatcher licence
issued by the Pakistan Civil Aviation Authority. More recently, he has extended his
operational interests into research on how data, cloud platforms and artificial intelligence can
support — rather than replace — human decision-making in airline operations.
Where dispatch becomes decision support
A flight plan is built on assumptions that can change quickly. Weather can deteriorate,
airspace can become constrained, an airport can become unsuitable or air traffic restrictions
can alter a planned route. In those moments, flight operations personnel must turn a large
amount of changing information into practical options for the crew.
Akhter’s work has involved interpreting meteorological and aeronautical information,
supporting rerouting and diversion decisions, planning fuel, monitoring active operations and
helping coordinate responses across multiple operational teams. At supervisory level, the role
also involves guiding Flight Operations Officers and Flight Dispatchers and maintaining

it simply adds more information to an already complex environment.

Akhter’s Google Scholar profile lists seven works focused on flight dispatch, operational
control, risk and responsible use of artificial intelligence. The subjects are closely connected
to the operational problems airlines face as control centers become more data-intensive.
One 2026 paper, “Human-Centered Decision Support for Flight Dispatch: A Scoping Review
of Automation Bias, Workload, Situational Awareness, and AI-Assisted Airline Operations,”
examines the human consequences of increasingly intelligent dispatch environments. Its
focus on workload, automation bias and situational awareness reflects a broader industry
concern: better tools do not automatically produce better decisions if operators cannot
interpret or appropriately challenge their outputs.
Another 2026 work, “Artificial Intelligence-Driven Flight Disruption Management: A Scoping
Review and Critical Evidence Synthesis for Predictive Decision Support in Airline Operations
Control Centers,” considers the use of predictive decision support when disruptions affect
schedules, aircraft, crews and network performance.
Other Scholar-listed work addresses data-driven dispatch in general aviation, cloud-based
decision-support systems, safety compliance in ground operations and the relationship
between operational efficiency and risk management. A 2025 paper, “Integrating Artificial
Intelligence into Airline Operational Control Centers: Opportunities, Challenges, and Safety
Implications for Flight Dispatch Operations,” connects AI adoption directly with safety-
critical airline decision-making.
Human factors remain part of the equation Akhter has also prepared book-length work on human factors and meteorology in Flight Operations Officer practice. Both subjects remain fundamental even as airlines adopt more sophisticated technology.
Weather can alter routing, fuel planning, alternate selection, airport suitability and diversion decisions.
Human factors determine how professionals interpret that information,
communicate under pressure and respond when an operational situation does not fit a routine pattern.
The tension between automation and professional judgement is therefore central to Akhter’s research direction. Predictive systems may identify patterns earlier or present alternatives
faster, but qualified aviation professionals still have to interpret context, assess trade-offs and
