Revision demanded to end salary disparity for Project Employees in KP

PESHAWAR: In Khyber Pakhtunkhwa, a significant disparity has emerged between provincial and federal salary packages for project employees, as the provincial package has not been revised for the past four years. This situation has raised serious concerns among employees.

According to official documents, the federal government issued a notification on March 5, 2026, introducing new standardized pay packages for project employees, which will come into effect from July 1, 2026. In contrast, Khyber Pakhtunkhwa continues to follow the 2022 pay package, with no revisions or increases to date.

A comparative analysis reveals a substantial gap across all PPS scales. In lower grades, the difference amounts to several thousand rupees, while in higher grades it ranges from over Rs. 100,000 to as much as Rs. 450,000.

For instance, in PPS-1 (BPS 1–4), the federal minimum salary is set at Rs. 37,800, whereas in Khyber Pakhtunkhwa it remains Rs. 25,000 — a difference of Rs. 12,800. Similarly, in PPS-6 (BPS 16), the federal salary stands at Rs. 141,750 compared to Rs. 75,000 in the province, reflecting a gap of Rs. 66,750.

The disparity widens further in higher scales. In PPS-8 (BPS 18), the federal salary is Rs. 295,320, while the provincial figure is Rs. 150,000 — a difference of Rs. 145,320. Likewise, in PPS-12 (BPS 22), the federal package has reached up to Rs. 1,050,000, whereas in the province it is around Rs. 600,000, showing a substantial gap of Rs. 450,000.

Employees argue that over the past five years, project employees at the federal level and in other provinces have received salary increases twice, while no such progress has been made in Khyber Pakhtunkhwa.

In light of this situation, employees have urged the Chief Minister of Khyber Pakhtunkhwa and the Chief Secretary to immediately review the pay package for project employees and align it with the federal government’s 2026 notification to ensure equitable and fair treatment for provincial employees.
